مستخلص: This collection of background materials and guides is intended to assist Wisconsin educators involved in providing vocational experience programs for students with disabilities. Following an introductory section, the second section presents information on the following federal laws: Fair Labor Standards Act (FLSA); Individuals with Disabilities Education Act; Job Training Partnership Act; Carl Perkins Vocational and Applied Technology Education Act; Americans with Disabilities Act; Rehabilitation Act; Social Security Act; and School to Work Opportunities Act. The third section explains Wisconsin legislation concerning compulsory school attendance, education for employment, youth apprenticeship, technical preparation, youth employment and Wisconsin's child labor laws, and vocational program access for students with disabilities. The fourth section addresses the application of federal and state child labor laws to vocational experience programs and covers: work permits, attendance, wage regulation, special minimum wage licenses, child labor requirements under the FLSA, safety guidelines, employment generally prohibited to minors, nonpaid work experiences, insurance, and transportation. Section 5 offers guidelines and forms for determining the quality of vocational experience or work-study programs for students with disabilities. Section 6 gives suggestions for conducting functional vocational assessments covering functional evaluation components, placement strategies, task analysis, teaching strategies, and the transition component of the Individualized Education Program. Appendices provide federal regulations concerning the FLSA and child labor, application forms, and U.S. Department of Labor policy letters on legalities of volunteer activities.
