The elastic layer is made of a substance having a medium electric resistance and having no conductive particles dispersed therein. The surface layer is made of a non-adhering substance having a greater non-adhering property than the substance constituting the elastic layer.

Claim: What is claimed is
Claim: 1. A charge roller for charging a photoconductive element included in an image forming apparatus, comprising
Claim: a metallic core;
Claim: a voltage source connected to the metallic core to apply a voltage to the metallic core;
Claim: an elastic layer made of a substance having a predetermined electric resistance and having no conductive particles dispersed therein formed around the metallic core; and
Claim: a surface layer made of a non-adhering substance being formed around the elastic layer, the surface layer being formed by a fluorine-containing resin soluble in a solvent;
Claim: wherein said substance having a predetermined electric resistance comprises epichlorohydrin rubber formed by a ternary copolymer of epichlorohydrin/ethylene oxide/arylglycidil ether.
Claim: 2. The charge roller as claimed in claim 1, wherein said fluorine-containing resin of said surface layer is a fluorine-containing bridged copolymer produced by bridging the fluorine-containing resin with isocyanate, the fluorine-containing resin being comprised of a fluoroolefin and hydroxyl group-containing vinyl ether.
Claim: 3. The charge roller as claimed in claim 1, wherein said fluorine-containing resin of said surface layer is a fluorine-containing bridged copolymer.
Claim: 4. A charge roller for charging a photoconductive element included in an image forming apparatus, comprising
Claim: a surface layer made of non-adhering substance being formed directly around the elastic layer to directly contact the elastic layer, the surface layer being formed by a fluorine-containing resin soluble in a solvent, the surface layer being 5 .mu.m to 10 .mu.m thick, wherein said substance having a predetermined electric resistance comprises epichlorohydrin rubber formed by a ternary copolymer of epichlorohydrin/ethylene oxide/arylglycidil ether.
Claim: 5. A charge roller for charging a photoconductive element included in an image forming apparatus, comprising
Claim: a surface layer made of non-adhering substance being formed directly around the elastic layer to directly contact the elastic layer, the surface layer being formed by a fluorine-containing resin soluble in a solvent, the surface layer being 5 .mu.m to 10 .mu.m thick, wherein said substance having a predetermined electric resistance comprises epichlorohydrin rubber formed of a binary copolymer of epichlorohydrin/ethylene oxide.
Claim: 6. A charge roller for charging a photoconductive element included in an image forming apparatus, comprising
Claim: a surface layer made of non-adhering substance being formed directly around the elastic layer to directly contact the elastic layer, the surface layer being formed by a fluorine containing resin soluble in a solvent, the surface layer being 5 .mu.m to 10 .mu.m thick, wherein said substance having a predetermined electric resistance comprises epichlorohydrin rubber implemented by at least one of a ternary copolymer of epichlorohydrin/ethylene oxide/arylglycidil ether and a binary copolymer of epichlorohydrin/ethylene oxide.
