In recent years, more and more people use bicycles in leisure activities; as a result, bicycle recreation becomes a new popular trend. At present, many recreational bikeway systems have been built in Taiwan; however, these systems exhibit some differences in quality. Thus, it is necessary to perform an evaluation of the bikeway systems. This study intends to investigate the factors that have an influence on the recreational bikeway systems and to establish a comprehensive model for the evaluation of the recreational bikeway systems. Many factors will affect the safety and comfort of a biker during biking. For such a complicated problem, it is suitable to utilize the analytic hierarchy process (AHP) to explore the problem. In this study, we collect the documents pertinent to the design criteria and evaluation methods for a bikeway system. From the biker’s viewpoints, we analyze these documents and establish a preliminary evaluation framework. Based on the review comments of 9 invited experts, we modify the preliminary framework to establish a comprehensive evaluation framework. This framework comprises 5 assessment aspects and 20 assessment factors. Then, we prepare a pair-comparison questionnaire and invite 42 persons to fill in the questionnaire. On the basis of questionnaire results, we determine the relative weights for all the assessment aspects and assessment factors. In this manner, we establish a comprehensive model for the evaluation of the recreational bikeway systems. The five assessment aspects are bikeway space, environmental quality, recreational resources, information facilities, and service facilities. The results of this study indicate that the bikers consider the most important assessment aspects are environmental quality and bikeway space. Then, the bikers consider the assessment aspects are recreational resources, information facilities, and service facilities. The results of this study also indicate the relative importance of assessment factors. The 20 assessment factors established in this study include quantitative and qualitative factors. As a consequence, to conduct a case study, it is necessary to convert the results of the assessment factors into five grades and assign a corresponding grade number. We select Annong River left bank bikeway system in Yilan County as a case study. We carry out field investigation to collect data related to all the assessment factors and then perform an evaluation of the bikeway system using the comprehensive model developed in this study. From the evaluation results, we identify the defects related to the selected bikeway system. In this study, we have developed a comprehensive model for the evaluation of the recreational bikeway systems. The comprehensive model may be utilized to evaluate an existing recreational bikeway system and find out the defects related to the system. The results may become a resource for the retrofit of the selected bikeway system. Furthermore, the comprehensive model may also be utilized to identify the important factors that have a significant influence on a recreational bikeway system. The results may become a resource for the planning and design of a new bikeway system.
