الوصف: Local risk management emerges as a vital component in building resilient communities facing increasingly frequent and complex challenges, such as floods in vulnerable communities and small island nations in the Caribbean. This article presents the results of research conducted in the "El Dique" community in Holguin, Cuba, with the aim of identifying vulnerabilities and capacities for local risk management against floods. A case study was carried out, seeking to interact with the context through surveys and interviews with residents and key community leaders. The research revealed that the community possesses capacities that could contribute to its resilience, including a network of relationships among different actors and the preservation of values such as solidarity, mutual aid, and cooperation among neighbors.
