O presente estudo tem como objetivo investigar de que forma as Organizações do Terceiro Setor do Distrito de Setúbal se enquadram numa Economia Circular e aplicam a política dos R’s da sustentabilidade. Motivada pela inexistência de estudos anteriores que relacionem Economia Social, Economia Circular, Política dos R’s e os Objetivos de Desenvolvimento Sustentável (ODS) aplicáveis à Economia Social (ES) no Distrito de Setúbal, surgiu a pergunta de partida: de que forma as Organizações sem fins lucrativos e de utilidade pública, se preocupam com o cumprimento dos objetivos da nova Agenda de Desenvolvimento Sustentável intitulada “Transformando Nosso Mundo: a Agenda 2030 para o Desenvolvimento Sustentável” publicada em 2015 pela Organização da Nações Unidas (ONU) e a serem cumpridos até 2030. As organizações consideradas na Lei de Base da Economia Social Portuguesa foram as escolhidas como objeto de estudo, tendo sido enviado um inquérito por questionário a uma amostra aleatória de 100 organizações do Distrito de Setúbal, obtida pelo cruzamento de uma listagem da Segurança Social com a listagem da Autoridade Tributária referente a entidades que recebem a consignação dos 0.5 % do IRS. As questões incidiram sobre a política dos 10 R’s da sustentabilidade e de que forma os ODS são relevantes para a sua missão. Os dados recolhidos permitem, concretamente, ter uma perceção das atitudes das Organizações inquiridas em relação à política dos R’s – para além dos 3 iniciais (Reduzir, Reutilizar, Reciclar), também dos 7 posteriores (Recusar, Repensar, Reparar, Reintegrar, Respeitar, Responsabilizar-se, Repassar) referenciados pela Agência de Avaliação Ambiental Holandesa e adotados no Plano de Ação para a Economia Circular em Portugal –, dos 17 Objetivos de Desenvolvimento Sustentável e se promovem a sua aplicação no desenvolvimento da sua atividade. A análise destes dados pretende entender de que forma o Terceiro Setor contribui para a Economia Circular através da implementação da política dos R´s e dos ODS, e perceber se os resultados obtidos no questionário corroboram os resultados do Inquérito ao Setor da Economia Social (ISES) de 2018 elaborado pelo Instituto Nacional de Estatística de Portugal (INE), com a colaboração da Cooperativa António Sérgio para a Economia Social (CASES) e a Conta Satélite 2019/2020. Após efetuar a análise dos dados, foi determinado que o número de respostas, apesar de reduzido, mostra uma tendência para lidar essencialmente com o que afeta as organizações no seu dia a dia, e as pessoas que nelas trabalham. No entanto, se compararmos as respostas referentes ao que é efetuado na organização com as suas preocupações concluímos que maioria das respostas não se complementam. Existem diferenças entre atuar e preocupar, podendo esta diferença ser entendida pelos motivos explicitados pelos respondentes relativamente a falta de apoio monetário e de formação. Estes dados estão de acordo com as informações extraídas do ISES, nomeadamente o baixo nível de certificação das entidades da ES, a sua falta de iniciativas com vista à sustentabilidade e a fraca adesão destas organizações aos ODS |

The present study aims to investigate how Third Sector Organizations in the District of Setúbal fit into a Circular Economy framework and apply the sustainability R's policy. Motivated by the lack of previous studies that relate Social Economy, Circular Economy, R's Policy and the SDGs applicable to the Social Economy (SE) in the District of Setúbal, the starting question arose: how non-profit and public benefit organizations care about with the fulfillment of the objectives of the new Sustainable Development Agenda entitled “Transforming Our World: the 2030 Agenda for Sustainable Development” published in 2015 by the United Nations (UN) and to be fulfilled by 2030. The organizations named in the Basic Law of the Portuguese Social Economy were chosen as the object of study, with a questionnaire survey being sent to a random sample of 100 organizations in the District of Setúbal, obtained by crossing a Social Security list with the list of the Tax Authority regarding entities that receive the 0.5% IRS consignment. The questions were focused on the 10 R’s of sustainability policy and how the SDGs are relevant to its mission. The data collected specifically allows us to gain insight into the attitudes of the Organizations surveyed in relation to the R's policy (Refuse, Rethink, Repair, Reinstate, Respect, Responsibility, Restore) in addition to the initial 3 (Reduce, Reuse, Recycle).The purpose of analyzing this data is to understand how the Third Sector contributes to the Circular Economy through the implementation of the R's policy and the SDGs, and to understand whether the results obtained in the questionnaire corroborate the results of the 2018 Social Economy Sector Survey (ISES) prepared by the Portuguese National Statistics Institute (INE) with the collaboration of the António Sérgio Cooperative for the Social Economy (CASES) and the 2019/2020 Satellite Account. After analyzing the data, it was determined that the number of responses, although small, shows a tendency to respond to what affects organizations daily and the people who work in them. However, if we analyze the responses referring to what is done in the organization with the organization’s concerns, we conclude that most of the responses do not complement each other. There are differences between action and concern, which can be understood by the reasons also given by the respondents for the lack of monetary support and proper training. This data is in line with the information extracted from ISES, regarding the low certification of SE entities, few initiatives aimed at sustainability and the low adherence of these organizations to the SDGs. |
