مستخلص: School boards associations in California, Arizona, New Mexico, and Texas commissioned this report about K-12 education along La Frontera, the United States/Mexico border, to identify common issues and target policymaking and assistance efforts. Data were obtained from a research review and interviews and surveys of superintendents and school board presidents from 206 school districts within 100 miles of the border. Findings indicate that La Frontera is a historically impoverished region with a high population growth rate that outpaces infrastructure development. The region is primarily bicultural and bilingual, consisting largely of Latinos and Whites, with many limited-English speakers. Many districts struggle to recruit and retain qualified teachers, especially near the border. Most districts experience significant fluctuations in student enrollment and attendance that make it difficult to predict revenue streams and plan budgets, predict staffing needs, and maintain continuity in instruction. Mexican students who cross the border daily to attend school force district leaders to choose between enforcing residency rules or educating all children who show up. La Frontera districts typically deliver services such as health and dental care, life and study skills classes, English classes, and classes for parents on the American educational system. Implications for policy and future research are discussed. An appendix presents maps of district-level student achievement data for each of the four states. (Contains 48 references) (TD)
