Within the framework of the game-theoretic approach, when for calculating the next forecast, no assumptions about the stochastic nature of the source that generates the data flow are used -- the source can be analog, algorithmic or probabilistic, its parameters can change at random times, when building a prognostic model, only structural assumptions are used about the nature of data generation. An online forecasting algorithm for a locally stationary time series is presented. An estimate of the efficiency of the proposed algorithm is obtained.

    الوصف: Military-strategic penetration into the Arctic is becoming one of the key attributes of global capability for influential international players. The point applies not only to the most powerful states, but also to NATO as main keeper of military tools of the West. The article tries to identify and explore the scheme of NATO`s strategic penetration into the Arctic Ocean. It is noted that the role of its support is assigned to Norway, the reasons for the consensus on this issue between the United States and the leading NATO member states in Western Europe are identified. The paper assesses the strengths of Norway’s armed forces and identifies the bottlenecks that require support from NATO partners as they attempt multilateral penetration into the Arctic. Functionally, the Alliance’s anchoring scheme consists of three main elements. The first one is a section of the Russian Federation’s “containment” system in Finnmark. Here, the key role is assigned to the main forces of Norwegian troops with the practice of their operational reinforcement by the troops of NATO partners. In turn, the latter are ready to take an increased load in strengthening the second element. This is the coastline from Trondheim in the south to Tromsø, with the support of bases on which the strategic penetration into the Arctic Ocean (the third element) is carried out. This is ensured by the growing co-operation between the Norwegian Navy and interested NATO member states.

    الوصف: Introduced by Seifert and Threlfall, cylindrical neighborhoods of isolated critical points of smooth functions is an essential tool in the Lusternik- Schnirelmann theory. We conjecture that every isolated critical point of a smooth function admits a cylindrical ball neighborhood. We show that the conjecture is true for cone-like critical points, Cornea reasonable critical points, and critical points that satisfy the Rothe H hypothesis. In particular, the conjecture holds true at least for those critical points that are not infinitely degenerate. If, contrary to the assertion of the conjecture, there are isolated critical points that do not admit cylindrical ball neighborhoods, then we say that such critical points are exotic. We prove a Lusternik-Schnirelmann type theorem asserting that the minimal number of critical points of smooth functions without exotic critical points on a closed manifold of dimension at least 6 is the same as the minimal number of elements in a Singhof-Takens filling of M by smooth balls with corners.

    الوصف: Since the mid-2010s, Germany has significantly adjusted its approaches to the use of the Bundeswehr, pivoting its strategic focus from regions distant from the Euro-Atlantic community to those within or near it. This has underscored the pressing need to address issues related to securing steadfast allies in Eastern Europe and enhancing cooperation with them. This article aims to explore the current evolution of German-Lithuanian re­lations in both political and military domains. The approach of Germany to the factor of historical memory is demonstrated, along with its aspiration to position itself as the defender of Lithuanian national sovereignty. Yet, there was a notable lack of strategic focus from Germany towards Lithuania in the early 21st century, contributing to a decline in bilateral relations in 2014 and 2015. Amid the confrontation between the ‘Western democracies’ and Russia, Germany adopted a strategy of gradually but steadily increasing pressure on the opponent. The perception of this approach by Lithuanian elites has shifted from negative in the mid-2010s to increasingly positive as Germany has become more involved in deterrence of Russia. This article explores the process of the Bundeswehr troops’ deployment and buildup up to having constituted the ‘core’ of a multinational brigade in Lithuania under NATO’s mandate. The study focuses on the im­pact of military cooperation on political collaborations, as illustrated by the case of the B3 + 1 format, which has brought together high-ranking public officials from the three Baltic states and Germany since 2018. It is concluded that Germany has developed a dependence on Lithuania, driven by the increased desire of the former state to maintain the latter as a reliable junior partner.

    الوصف: The article presents a literature review of the modern concept of anatomical and physiological structure and functioning of the cornea. The strict morphological structure and corneal tissue homeostasis ensure its transparency. Studying the mechanisms that regulate the constancy of the corneal tissue internal environment allows us to get closer to understanding the prospects forregenerative therapy for the corneal stroma pathology. The article discusses in detail the role and functional potential of corneal stromal cells, which are capable of reverse cytologic differentiation, which primarily ensures the maintenance of tissue homeostasis and corneal transparency. The functional activity of corneal cells can change for a number of reasons, which may be exogenous, iatrogenic (trauma, infection, etc.) or endogenous. Endogenous causes include: cell autoregulation pathologies (for example, enzyme defects); defects in transport systems leading to tissue hypoxia; disorders of the neuro-humoral regulation of trophism. The physical reason forthe violation of the corneal transparency is an increase in the light scattering. The article presents five main causes of increased light scattering in the opaque cornea, and also provides an overview of the main substances – components and products of cellular synthesis of corneal stromal cells: cytokines and growth factors (complex of the signal molecule and the SDF1/CXCR4 receptor, insulin-like growth factor 1, tumor necrosis factor alpha, intercellular adhesion molecule 1, erythropoietin, neurotrophic factors, etc.). Thus, corneal opacity can be caused by a single pathogenic mechanism or be the result of a complex effect of several factors. The main processes of tissue homeostasis regulation are aimed at maintaining the unique morphological structure of the cornea.

    الوصف: Since NATO’s establishment and Japan’s incorporation into the community of “liberal democracies” these actors hardly cooperated in the sphere of security and defense. In European part of the collective West, cooperation in the security field, with US participation, was multilateral, while, in the Far East, it was bilateral. But the present-day formation of the new world order and the non-West as its part gives a strong impetus to the rapprochement between NATO and Japan. In the new situation, the USA has begun to promote the idea of integrating the systems of deterring Russia and containing China. This inevitably requires substantial NATO-Japan cooperation. The article explores the difficulties, progress, and perspectives of the process by the early 2020s. For this, the author uses the theory of alliances and the method of comparative analysis. The paper presents the practical military difficulties for European NATO member states’ joining the containment of China at the same time as these countries are fully involved in the process of deterrence of Russia. In this situation, the USA encouraged their partners. Firstly, the military potential of NATO as an organization has been growing more rapidly than the strength of the member states’ national armed forces. This means that the Alliance can take part in two confrontations simultaneously. Secondly, this is the arising strategic interest towards the Far East as the new direction of NATO’s global activity. One of the reasons for this was the hasty evacuation of the NATO mission from Afghanistan (2021), which meant the loss of the Alliance’s strategic influence in the Middle East and the necessity to compensate for this loss. But the growing interest of European actors towards the Indo-Pacific region (IPR) was combined with their activity in their national capacities, without involving the auspices of NATO. Trying to change this tendency, the USA have expanded the system of formats in the sphere of security and defense (the activization of QUAD, the creation of AUKUS and the Partners in the Blue Pacific) with the membership of Anglo-Saxon states and Japan. These actors have not only increased their own involvement in the containment of China, but also stimulated European players’ interest towards this. In 2022–2023, the process of political cooperation between NATO and Japan has adjusted and intensified. The parties have prepared the spill-over effect of the cooperation into the military sphere. The paper shows the variants of this cooperation, primarily in the naval field.

    الوصف: The article considers the basic principles of constructing a method for processing quasi-periodic pulse signals. The method is based on the combined use of wavelet analysis and the Hermite transform, in particular, the Gauss-Hermite function. Wavelet transform is considered as a cross-correlation function. The Gauss-Hermite functions are used as a basis in the wavelet analysis. Approbation of the method is carried out as on a test signal, in the form of a rectangular pulse with additive noise, which at some point in time has a local inhomogeneity, also on the real signal received from the bearings of the gas turbine engine.

    الوصف: The paper presents numerical experiments and some theoretical developments in prediction with expert advice (PEA). One experiment deals with predicting electricity consumption depending on temperature and uses real data. As the pattern of dependence can change with season and time of the day, the domain naturally admits PEA formulation with experts having different ``areas of expertise''. We consider the case where several competing methods produce online predictions in the form of probability distribution functions. The dissimilarity between a probability forecast and an outcome is measured by a loss function (scoring rule). A popular example of scoring rule for continuous outcomes is Continuous Ranked Probability Score (CRPS). In this paper the problem of combining probabilistic forecasts is considered in the PEA framework. We show that CRPS is a mixable loss function and then the time-independent upper bound for the regret of the Vovk aggregating algorithm using CRPS as a loss function can be obtained. Also, we incorporate a ``smooth'' version of the method of specialized experts in this scheme which allows us to combine the probabilistic predictions of the specialized experts with overlapping domains of their competence.

    الوصف: The paper notes the significance of promptly identifying infected plants when cultivating potatoes for breeding and seed production. Consequently, there is a need to undertake a series of initiatives aimed at developing a digital system for automated detection and recognition of both healthy and infected plants. (Research purpose) The research aims to determine the patterns of changes in the quality indicators of the machinery employed in cultivating potato plants. (Materials and methods) The research was carried out on the area of the selection-experimental plot. A system of criteria was developed to evaluate the identification of infected plants. (Results and discussion) The research assisted in identifying the required reliability of the measuring operation for the machine vision system and aided in predicting its current state for identifying infected plants. This was achieved by analyzing statistical data on the distribution of the indirect parameter (indications of infection on the inside of the plant leaf) and considering the margin of error in its measurements. The reliability of the system for identifying infected plants depends on the precision of technical instruments used to gauge the plant’s condition, the methodologies employed in measurement, the software utilized for processing the obtained data, and other parameters. (Conclusions) Measurement information management involves making a judicious selection of an indirect parameter that guarantees the precision of identifying infected plants with a confidence interval of 0.95. It is revealed that in the initial training epoch of the infected plant identification system, the accuracy of plant classification stood at 0.797, equivalent to 79.7 percent for all plants. The correctness of infected plant recognition was 0.607 or 60.7 percent. Moreover, the accuracy of correctly identifying infected plants was determined to be 0.607, or 60.7 percent.
