A eficiência energética é uma escolha política estabelecida pela União Europeia para combater as alterações climáticas através da redução resultante das emissões de gases com efeito de estufa. Pesquisas empíricas dizem que ganhos de eficiência energética promovem custos de energia mais baixos. No entanto, cerca de 30 milhões de pessoas na União Europeia não têm acesso a serviços energéticos modernos. Outras pesquisas indicam que os aparelhos de energia modernos contribuem para reduzir os custos de energia por meio de maior eficiência energética e, portanto, têm um papel a desempenhar na abordagem das mudanças climáticas. Apesar de inúmeras tentativas recentes e importantes de revisões no espaço energético da União Europeia, não está claro e ainda não se sabe até que ponto a política e a legislação da União Europeia facilitam esse acesso para permitir que as pessoas aproveitem os benefícios acumulados de instalar essas tecnologias. Energy efficiency is an established policy choice by the European Union to tackle climate change through resultant reduction in greenhouse gas emissions. Empirical research says energy efficiency gains promote lower energy costs. Yet, some 30 million people in the European Union lack access to modern energy services. Further research indicates that modern energy appliances contribute to lower energy costs through enhanced energy efficiency and thus have a role to play in addressing climate change. Despite numerous recent and major attempts at revisions in the European Union energy space, it is not clear and remains to be seen, the extent to which policy and legislation in the European Union facilitates this access to enable people the ability to leverage the benefits that accrue from installing these technologies. This study explores how policy and legislation in the European Union facilitates access to modern energy appliances, by situating it within the ambit of the European Union energy transition and emphasizing fair and just considerations, with a focus on smart meters and photovoltaic solar panels (PVCs). To do this analysis, qualitative methods, and case studies are applied to assess the extent to which policy and legislation in the European Union captures efforts on these appliances meaningfully, spotlighting vulnerable groups. Documentation and literature review centred on European Union energy and energy efficiency, including current and proposed initiatives. Conceptual frameworks of policy analysis, energy policy, intersectionality, and justice were employed to draw out core just and fairness features. Results show gaps in the policy and legal consideration of access to smart meters, and PVCs. Undoubtedly, the revised EU Electricity Directive has enhanced smart meter legislation and policy. However, far greater gaps are apparent on PVCs and policymaking therein requires strengthening. Fundamentals of justice exist only along the margins of policymaking, leading to a less than ideal contemplation in EU energy law and policy. Findings of the study underscore the imperative for ring-fenced solutions for lowincome households especially. Based on the study’s outcomes, future research can address small business enterprises and other modern energy appliances not covered in the present work.

    الوصف: Dust accumulation on the surface of solar photovoltaic panels diminishes their power generation efficiency, leading to reduced energy generation. Regular monitoring and cleaning of solar photovoltaic panels is essential. Thus, developing optimal procedures for their upkeep is crucial for improving component efficiency, reducing maintenance costs, and conserving resources. This study introduces an improved Adam optimization algorithm designed specifically for detecting dust on the surface of solar photovoltaic panels. Although the traditional Adam algorithm is the preferred choice for optimizing neural network models, it occasionally encounters problems such as local optima, overfitting, and not convergence due to inconsistent learning rates during the optimization process. To mitigate these issues, the improved algorithm incorporates Warmup technology and cosine annealing strategies with traditional Adam algorithm, that allows for a gradual increase in the learning rate, ensuring stability in the preliminary phases of training. Concurrently, the improved algorithm employs a cosine annealing strategy to dynamically tweak the learning rate. This not only counters the local optimization issues to some degree but also bolsters the generalization ability of the model. When applied on the dust detection on the surface of solar photovoltaic panels, this improved algorithm exhibited superior convergence and training accuracy on the surface dust detection dataset of solar photovoltaic panels in comparison to the standard Adam method. Remarkably, it displayed noteworthy improvements within three distinct neural network frameworks: ResNet-18, VGG-16, and MobileNetV2, thereby attesting to the effectiveness of the novel algorithm. These findings hold significant promise and potential applications in the field of surface dust detection of solar photovoltaic panels. These research results will create economic benefits for enterprises and individuals, and are an important strategic development direction for the country.

    الوصف: This work aims to describe the possibilities of mechanical treatment of solar photovoltaic panels. In the first part, the shredding and milling process for the transformation of the product (whole panel) into material that can be further processed, was investigated. Milled material was sieved and analyzed. It was observed that this shredding also works as a selective grinding because three main products were produced. The second part of this work was aimed at the physical concentration of silver in real samples of milled solar photovoltaic panels by Knelson separator. This device (type of centrifugal separator) showed the ability to significantly increase the amount of silver in the outcome stream.

    الوصف: Having a complete and high-quality geospatial catalogue of existing large-scale photovoltaic (PV) panels is very important nowadays, due to the rapid increase in the use of this type of installations. This catalogue could be used to estimate, with a higher level of granularity, the energy that can be produced from solar radiation forecasts, to operate the electricity system efficiently by adjusting supply to demand, as well as for fiscal reasons. However, most existing works in the specialized literature focus on the extraction of PV panels in reduced, favourable scenes. In this study, a processing strategy to obtain PV panel arrays geometries from aerial orthoimages at a very large scale, is proposed. The processing strategy includes operations for PV panel array classification and semantic extraction, and algorithmic improvement and simplification of the vectorization results. The processing workflow was trained and tested on two datasets containing aerial images of 256 × 256 pixels with the studied polygonal feature at two different spatial resolutions (with more than 185,000 and 690,000 images for spatial resolutions of 0.5 m and 0.25 m, respectively). The image tiles were labelled at pixel level with PV panel information for both spatial resolutions and cover representative, extended urban and rural regions of Spain. The accuracies achieved in the PV panel arrays classification are superior to 0.999, while the semantic segmentation performance is superior to 0.90 in the Intersection over Union score. The assessment of the proposed procedure of fifteen new, unseen areas distributed over the Spanish territory (covering approximately 8125 km2) demonstrated its suitability (in the analysis, percentage of incompletely detected installations of only 11 % were achieved) and indicated that future works focused on the improvement of the initial predictions are should be carried out.

Organizations like the International Renewable Energy Agency have clearly outlined the need and benefit of robust end-of-life management legislations, such as a product stewardship scheme or extended producer responsibility, to avoid a looming significant waste legacy. This article explores a possible design of an end-of-life legislation for solar photovoltaic panels including new and existing panels, necessary legislation for a second-hand economy for solar photovoltaic panels, and options for necessary levies to support an emerging recycling industry for solar panels. The article also tries to make recommendations for a product stewardship scheme for solar photovoltaic panels and its financial support.

    الوصف: The relevance of using solar energy in Ukraine and on a global scale is determined as an integral part of transitioning to renewable energy sources. The strategic course of the country towards the development of renewable energy contributed to the significant development of this sector until the onset of military actions. However, the war caused significant losses in the solar energy sector, including destruction and disabling a considerable portion of industrial and domestic solar power stations. This crisis situation led to the emergence of a large amount of waste from solar photovoltaic panels (PV), the management of which includes collection, restoration, and recycling as key aspects of effectively addressing this problem under the conditions of ongoing military conflict. The study focuses on the analysis of the formation and collection of waste from PVs, manufactured based on crystalline silicon, which plays a dominant role in the production of solar panels. A classification of panel waste generated during the period of military actions was conducted. It was determined that the negative impact on the environment of damaged and accumulated on the ground panels could cover large areas. General recommendations regarding primary operations for handling panel waste are provided. The research issue also includes the question of the absence in Ukraine of production capacities for the manufacturing of PVs and the infrastructure for processing PV waste. Several approaches to the use of glass waste from PVs in the cement industry are presented, which can contribute to solving the waste management problem and reducing the environmental burden in the region. Battery electric vehicles are increasingly seen as a way to alleviate these problems, but they must be charged with electricity produced through environmentally friendly methods. This paper investigates a possible relationship between battery electric vehicles and solar photovoltaic panels using ENABLE.EU household survey data from ten European countries in autumn 2017–spring 2018. Based on the estimates from a recursive bivariate probit model, it is found that the probability that a household owns a battery electric vehicle increases significantly if said household owns solar photovoltaic panels. This suggests that a policy encouraging the home charging of battery electric vehicles using solar photovoltaic panels that includes an energy storage facility could speed up the transition to the use of these vehicles.

    الوصف: We study variation of peer effects in rooftop photovoltaic adoption by households. Our investigation employs geocoded data on all potential adopters and on all grid-connected photovoltaic systems set up in Germany through 2010. We construct an individual measure of peer effects for each potential adopter. For identification, we exploit exogenous variation in two dimensions of photovoltaic system roof appropriateness of neighbors: their inclination and their orientation. Using discrete choice models with panel data, we find evidence for causal peer effects. However, the impact of one previously installed PV system on current adoption decreases over time. We also show that visible PV systems cause an increase in the odds of installing which is up to three times higher in comparison to all PV systems. At rural locations visibility may be less important, which indicates that word-of-mouth communication plays a stronger role.
