    مستخلص: This article describes process and outcome evaluations of a blended Cyber ESL program for native Spanish speakers in Chicago who could not use regular ESL classes. The outcomes measured against before and after scores and several comparison groups showed large gains in English language proficiency. 58% percent of students from the cohorts which took the appropriately normed English tests advanced at least one grade level and 31% advanced two grade levels in a sixteen-week course. Focus groups with students revealed large satisfaction with the course. The students had a wide-age range of characteristics but the majority were women and from lower-income households. The results showed an advantage for combined online and in-person tutorial approach over just class-room or just online approaches especially for certain students. Forty-one million U.S. residents are native Spanish speakers. An innovative approach to improving their English is a major contribution to their integration into the economic mainstream.     الوصف: Early childhood has increasingly been acknowledged as a vital time for all children. Inclusive and quality education is part of the United Nations Sustainable Development Goals, with the further specification that all children have access to quality pre‐primary education. As early childhood education (ECE) has expanded worldwide, so have concerns about the quality of ECE provision, including whether its pedagogy is culturally meaningful and contextually appropriate. While these issues are much debated in themselves, often missing is a key stakeholder group for such discussions: young children. Young children have critical insights and perspectives of key importance for ensuring quality ECE. This article addresses how quality ECE can be conceptualised, through reflections on creative and play‐based methods with young children, used in a cross‐national project titled Safe Inclusive Participative Pedagogy. The article draws on community case studies undertake by two of the country teams in Brazil and South Africa. In contexts where children's participation is not necessarily familiar in ECE settings nor understood by key stakeholders, the fieldwork shows that children can express their views and experiences through using creative and play‐based methods. We argue that these methods can become part of a critical pedagogy through ECE settings, where ECE practitioners, children and other key stakeholders engage in ongoing, challenging and transformative dialogue. In turn, critical pedagogy has the potential to strengthen local practices, challenge top‐down approach, and foster quality safe, inclusive, participative early years education.

    الوصف: The recent Covid‐19 global health pandemic has negatively affected the political and economic development of communities around the world. This article shares the lessons from our multi‐country project Safe, Inclusive Participative Pedagogy: Improving Early Childhood Education in Fragile Contexts (UKRI GCRF) on how children in communities in Brazil, Eswatini, South Africa, and Scotland have experienced the effects of the pandemic. This article benefits from having co‐authors from various countries, bringing their own located knowledge to considerations of children’s rights and early childhood education in the wake of the pandemic. The authors discuss different perspectives on children’s human rights within historical, social, and cultural contexts and, by doing so, will discuss how the global pandemic has placed a spotlight on the previous inequalities within early years education and how the disparity of those with capital (economic and social) have led to an even greater disproportion of children needing health and educational support.

    مستخلص: This report presents proposals for cost effective strategies in the State of Illinois to help more children become healthy, well educated, and responsible citizens. The proposals are discussed in terms of the problem and the recommended actions in the areas of health, early childhood, education, poverty and economic opportunity, family stability, juvenile justice, and housing. They are divided into two sections: (1) a good start for babies and young children; and (2) a fair chance for families. The first section highlights preventive strategies and suggests proposals for medical insurance for uninsured pregnant women to reduce the need for neonatal intensive care, prenatal care to reduce childhood disabilities and infant death, decent preschools to help disadvantaged children reach first grade on a par with their peers, and adequate funding for Illinois schools. The second section includes recommendations for an economic strategy in addition to tax credit and welfare grant proposals. It also proposes a state housing trust fund of leveraged private dollars that would encourage the construction and rehabilitation of affordable housing. (RJC)

Factors which hinder connections of poor youth to labor market: data from a survey carried in Caju Complex, Rio de Janeiro Abstract This article describes some of the characteristics of youth living in the low-income communities of the Caju Complex in Rio de Janeiro related to their connections to the job market. The data for the article come from an extensive survey of residents and young people in Caju about many aspects of their lives but including their educational and work experiences and their job aspirations. Through examination of available quantitative and qualitative analysis, the study demonstrate that there is a high percentage of youth in need of continuing their formal education in order for them to have better opportunities in the job market.     الوصف: This chapter examines youth civic engagement in the Rio de Janeiro metropolitan region. It first considers the context of young people's civic engagement in Brazil, citing how a series of events in the country's recent history aroused unprecedented levels of political participation. It then considers the demographics of youth activists in Rio, the activities and organizations they are involved in, and their motivations for engagement. It also discusses issues important to youth activists, along with their responsibilities, social awareness, and political ideas; what they perceive as costs to civic engagement, including the fear of violence and the time that activism takes up; and their various other concerns such as the poor state of education in the country and the rights of political participation. The chapter concludes with an assessment of Rio youth's views on responsibility.
