    الوصف: European Union (EU) diplomatic representation in third countries is performed by both the Member States and by the EU Delegation—a hybrid system of representation that functions through EU coordination. As social media have become essential channels of state representation, coordination also occurs in digital diplomacy. This article analyses how the EU Member State embassies and the EU Delegation coordinate EU representation through online and offline interactions. It investigates the practices of coordination and maps routines of digital sociability. The United States' capital, Washington DC, provides a context of strong bilateral relations and a history of shared EU interests. The study draws on observations on Twitter (later renamed X) between 2019 and 2021 and reflections from diplomats who coordinate EU representation, collected through an online survey and interviews. By examining the reciprocity between online and offline interactions, the study illuminates how relationships are cultivated, a sense of collective belonging is fostered, and social order is negotiated. The findings enhance our understanding of how digital diplomacy becomes deeply embedded within diplomatic contexts and their distinctive practices. They contribute to advancing knowledge about the interplay of digital diplomacy, multilateral representation, and the dynamics that shape diplomatic engagements.

    الوصف: In this piece, which frames the special issue, “The State of Google Critique and Intervention,” we provide an overview of research focusing on Google as an object of critical study, fleshing out the European interventions that actively attempt to address its dominance. The article begins by mapping out key areas of articulating a Google critique, from the initial focus on ranking and profiling to the subsequent scrutiny of user exploitation and competitive imbalance. As such, it situates the contributions to this special issue concerning search engine bias and discrimination, the ethics of Google Autocomplete, Google's content moderation, the commodification of engine audiences and the political economy of technical systems in a broader history of Google criticism. It then proceeds to contextualize the European developments that put forward alternatives and draws attention to legislative efforts to curb the influence of big tech. We conclude by identifying a few avenues for continued critical study, such as Google's infrastructural bundling of generative artificial intelligence with existing products, to emphasize the importance of intervention in the future.

    الوصف: This article analyzes learning in the EU’s Common Security and Defence Policy (CSDP) by way of drawing on recent theoret- ical advancements on the concept of communities of practice (CoP) in international relations (IR). The article presents an analytical framework that distinguishes between reproductive and transformative learning in relation to levels of contestation in CoPs. To illustrate the framework’s analytical usefulness, the article analyzes the case of CSDP lessons learning during the COVID-19 pandemic. The analysis draws on data from a survey as well as interviews with EU officials, and it suggests that the combination of an external crisis and an institutional momentum to facilitate collective learning produced a context where CSDP practitioners demonstrated more willingness to engage in the formal process of recording lessons. A shared sense of urgency in collecting lessons from the pandemic and the unprecedented absence of informal sites for learning practices due to restrictions of physical meetings, meant that semi-formal learning practices could fill the void of informal interactions. This provided for a unique context for transformative learning in the CSDP that is highly relevant for IR scholars interested in the political effects of learning and contestation in international organizations and in CoPs more generally.

    الوصف: The EU views malign information influence (MII) as a threat, and this has been enhanced with the Russian invasion of Ukraine resulting in a ban on several Russian media. This article adds to research on the dilemmas of democracies in combatting MII, by consulting the public on whether the ban was a proportionate and effective measure and if it stained the EU’s moral authority. Combining focus groups with a survey of the Swedish population, we found robust support for the ban – slightly stronger among women and increasing with age – and little backlash towards the EU. Respondents supported active countermeasures yet recognised problems with curtailing the free flow of information. The results indicate a need for refinement of an ideal-type model of countermeasures to MII (Hellman and Wagnsson Citation2017). We suggest a new category – “fortifying” – that highlights shared state/individual responsibility and the strengthening of citizens, authorities and the media. We conclude by suggesting a need for additional research on how to balance values of freedom and security and whether public support of bans relies on the precarious geopolitical situation resulting from the Russian invasion of Ukraine or if securitisation of information is an enduring trend.

    الوصف: This study has been inspired by a set of new rules which are expected to be implemented within the EU’s Ecodesign for Sustainable Products Regulation (ESPR). Considering the possible market risks for the Ukrainian furniture industry, and that includes both exporters and non-exporters (within the context of the harmonisation of the rules), this research sought to capture and understand the readiness of companies as regards the changes on the EU market, along with those companies’ sentiments and ability to cope with the upcoming inherent challenges. The survey of furniture producers presented in this paper is one of the first devoted to the problem of Ukrainian producers’ adaptability to the ESPR, made all the more challenging due to the burden of the ongoing war. This study has brought to light rather positive industry sentiments regarding furniture production volume and the competitive position of companies within the furniture industry, but there is also a lack of company awareness of the full range of ESPR measures and tools, hence there is a risk of underestimating those measures and tools’ possible impact along with the risk of a delayed response. Environmental sustainability values should be given higher priority than they are currently in companies’ current marketing strategies, and the effectiveness of supply chain management practices will inevitably have to be questioned by company leaders. Possible adaptation measures aimed at circularity are not sufficiently perceived, while attention is focused more on the use of materials, energy, and environmental pollution.

    الوصف: Healthcare systems in Europe are facing increasingly complex challenges that demand innovative solutions. Furthermore, public health is increasingly recognised as a productive factor which impacts the healthcare sector’s contribution to national economies. The out-migration of healthcare practitioners from Latvia is one of the most pressing problems in the health sector, which, in turn, negatively impacts the country’s economy. The outflow of healthcare practitioners to other EU countries has increased since 2004, the year which saw Latvia’s accession to the EU. This trend is a consequence of labour accumulation efficiency in the single market, and this article aims at conducting analyses of the main push factors governing healthcare practitioners’ emigration from Latvia and the impact of these factors on the healthcare sector. The complexity of this migration determines the use of an interdisciplinary as a methodological approach in the analysis of the main trends in the healthcare labour market. This approach can assist one in carrying out an assessment of the healthcare system’s losses as a result of the out-migration which has occurred thus far. Particular attention is paid to the training of resident doctors as a perspective trend in keeping healthcare professionals in the country. The legal mechanism for recovering public funding dedicated to residency programs has also been assessed. In conclusion, the article states that the mass emigration of healthcare practitioners from Latvia may jeopardise the efficient functioning of the country’s healthcare system.

    الوصف: The European Union is a political project born out of the desire of its arhitects to promote peace on the European continent. Desiring to end the series of frequent and bloody conflicts that culiminated in the Second World War, the European political elites began the construction of the current European Union from the economic component. In order to fulfil its role in the world as a promoter of peace and democracy, the EU needs its own foreign and defence policy. We propose in our study a description of the European Union’s foreign and security policy – as it was configured in primary law, following to draw some conclusions regarding the EU’s role as a political actor in the field of foreign policy and security, by examining the characteristic features of the institutions of the European Union with the role of putting into practice the common foreign and security policy and important legal rules in the field – and a final conclusion regarding the quality of the European Union as a global actor.

    الوصف: Failed states are a threat to international security. This issue has been recognized and presented in all the security strategies of the European Union (EU). Since 2003, through the adoption of the European Security Strategy and continuing with the Report on the Implementation of the European Security Strategy of 2008, the Global Strategy of the European Union for Foreign and Security Policy of 2016, and the Strategic Compass of March 2022, failed states have been identified as threats to the EU. The policy of the EU towards failed states is being realized through a series of missions aimed at supporting the governments of states belonging this category. This support is given to various government institutions that need to be strengthened in order to provide security and prosperity to their citizens. Among the missions conducted by the EU in failed states and their near neighborhood, this article analyses those concerning Libya (EUBAM Libya and EUNAVFOR MED IRINI) and Somalia (EU NAVFOR ATALANTA, EUCAP Somalia, and EUTM Somalia). For the EU, helping these failed states has become a priority, because the EU is a global actor that aims to get more involved in the problems that could have a negative impact on it. These problems include the disruption of international maritime traffic, illegal migration, and organized crime. The purpose of the present article is to highlight how the EU is actively involved in these failed states. Starting from the hypothesis that the involvement of the EU in strengthening the governments of these states is necessary, we will analyse the specifics of the missions sent to these countries.

    الوصف: Differentiated integration is the outcome of intergovernmental negotiations resulting from states’ diverse preferences on the European Union’s systemic model. The heterogeneity of states’ preferences is rooted in many factors of differentiation, where economy and ideology play the leading roles. Their specific interconnection contributed to the creation of the Polish conservative vision of European integration proposed by ideologists close to the Law and Justice party. Three main postulates emerged from their opinions: re-constitution, intergovernmental democracy, and de-hierarchization. This article aims to place this EU vision in the context of the debate on differentiated integration. The thesis is the view that Polish ideologists transformed the political ‘vision’ into a hybrid ‘concept’ of differentiation combining temporal, institutionally based, policy-based, and territorial divergencies.
