Since the implement of China’s New Rural Cooperative Medical System in 2003, problems of too low reimbursement ratio and the top for compensation, over high the threshold for compensation exist universally, whose existence are highly related to the absence of feasible statistical calculating methods. This paper gives two practicable calculating methods. One is based on the original data. And the other one is based on the general density curve. In comparison, the second method is more practical and accurate, which can be used to determine the appropriate reimbursement ratio, the proper threshold and the top for compensation conveniently avoiding the problem of the excessive precipitation funds at the same time.
