    مستخلص: In recent years air traffic has dramatically increased without a corresponding development of airports. Therefore, airports' limited capacity causes air traffic congestion and consequent expensive delays. The only strategy that can be applied in the short term with low investments aims at the optimal management of present resources; its principal device is Ground Holding, which consists of delaying an aircraft take off whenever it is foreseen it will not land in time because of congestion. We consider a traffic situation with "multiple connections" or "banking," i.e., the situation where some flights are assigned a set of "preceding" flights; no "successive" flight can start until all its preceding flights have landed, The problem consists of distributing delays to flights, so as to minimize the total delay cost, by respecting airport capacity, connections, and time constraints imposed by airlines. We construct an integer linear programming model and we solve it to optimality with CPLEX. Because the computation time is too high (hours) for real-world instances, we propose an alternative heuristic algorithm, which shows a very low computation time (seconds) and acceptable errors when tested on 30 realistic instances with strongly diversified data.     مستخلص: The CNS/ATM concept envisages reliance on global satellite navigation systems to underpin future air traffic management that is able to cope with the ever-increasing demand for air travel without jeopardising safety and the environment. In order to benefit from GNSS, it is crucial that the navigation performance required of air navigation systems is derived and agreed, based on sound principles. Significant work has been undertaken to date and agreement reached on the navigation requirements for the phases of flight up to Category I (CAT-I) precision approach, and proposals are under discussion for CAT-III precision approach. This paper completes a typical flight profile by addressing airport surface movement, and proposing the requirements based on operational requirements for each airport category, to support operations in zero visibility conditions. The benefits of the approach taken in the derivation of the requirements are discussed relative to the existing navigation requirements. [ABSTRACT FROM AUTHOR]

    مستخلص: This paper presents ration-by-distance (RBD), a new allocation method to be used in planning ground delay programs (GDPs) for traffic flow management. It is shown that RBD minimizes total expected delay, under certain assumptions related to the manner in which GDPs are dynamically controlled. On the other hand, RBD taken to the extreme has poor characteristics with respect to the equity of the allocation it produces. To address this issue, we propose a constrained version of RBD as a practical alternative to allocation procedures used in operations today. It is shown that this algorithm has superior overall performance in terms of efficiency and equity relative to existing procedures. [ABSTRACT FROM AUTHOR]
