    الوصف: We analyze the competition in bonus taxation when banks compensate their managers by means of fixed and incentive pay and bankers are internationally mobile. Banks choose bonus payments that induce excessive managerial risk-taking to maximize their private benefits of existing government bailout guarantees. In this setting the international competition in bonus taxes may feature a \'race to the bottom\' or a \'race to the top\', depending on whether bankers are a source of net positive tax revenue or inflict net fiscal losses on taxpayers as a result of incentive pay. A \'race to the top\' becomes more likely when governments\' impose only lax capital requirements on banks, whereas a \'race to the bottom\' is more likely when bank losses are partly collectivized in a banking union.

    الوصف: This paper proves continuity of f-projections and the continuous dependence of the limit matrix of the iterative proportional fitting procedure (IPF procedure) on the given matrix as well as the given marginals under certain regularity constraints. For discrete spaces, the concept of f-projections of finite measures on a compact and convex set is introduced and continuity of f-projections is proven. This result is applied to the IPF procedure. Given a nonnegative matrix as well as row and column marginals the IPF procedure generates a sequence of matrices, called the IPF sequence, by alternately fitting rows and columns to match their respective marginals. If the IPF sequence converges, the application of the previous result yields the continuous dependence of the limit matrix on the given matrix. By generalized convex programming and under some constraints, it is shown that the limit matrix of the IPF sequence continuously depends not only on the given matrix but also on the marginals.

    الوصف: The asymptotic behavior of the iterative proportional fitting procedure (IPF procedure) is analyzed comprehensively. Given a nonnegative matrix as well as row and column marginals the IPF procedure generates a sequence of matrices, called the IPF sequence, by alternately fitting rows and columns to match their respective marginals. We prove that the IPF sequence has at most two accumulation points. They originate as the limits of the even-step subsequence, and of the odd-step subsequence. The well-known IPF convergence criteria are then retrieved easily. Our proof is based on Csiszár's and Tusnády's (1984) results on the interplay of the I-divergence geometry and alternating minimization procedures.

    الوصف: The electrical power system developed for the International Space Station represents the largest space-based power system ever designed and, consequently, has driven some key technology aspects and operational challenges. The full U.S.-built system consists of a 160-Volt dc primary network, and a more tightly regulated 120-Volt dc secondary network. Additionally, the U.S. system interfaces with the 28-Volt system in the Russian segment. The international nature of the Station has resulted in modular converters, switchgear, outlet panels, and other components being built by different countries, with the associated interface challenges. This paper provides details of the architecture and unique hardware developed for the Space Station, and examines the opportunities it provides for further long-term space power technology development, such as concentrating solar arrays and flywheel energy storage systems.
