In this article, we examine public policy change at the local level of governance in the aftermath of an extraordinary event. Using the case study of a Swedish municipality after the sweeping forest fire of 2014, we contend that policy entrepreneurship, like its market counterpart, may under certain conditions take on a wider range of behaviors that are not underpinned by the proactive quest for opportunities. Rather, a sense of urgency and necessity, professional norms, and some keen technical skills make for a different kind of entrepreneurship, which we label reactive policy entrepreneurship. Resumen: En este artículo, examinamos el cambio de política pública a nivel local de gobierno después de un evento extraordinario. Usando el estudio de caso de una municipalidad sueca después del devastador incendio forestal de 2014, sostenemos que el emprendimiento de políticas, al igual que su contraparte de mercado, puede, bajo ciertas condiciones, adoptar una gama más amplia de comportamientos que no están respaldados por la búsqueda proactiva de oportunidades. Más bien, un sentido de urgencia y necesidad, normas profesionales y algunas habilidades técnicas agudas crean un tipo diferente de emprendimiento, que llamamos emprendimiento de políticas reactivas.
