Abstract--In the first part of this article, the mechanisms through which wage settlements in the public sector may affect those in the private sector are discussed. A wage equation including a public-sector spillover effect is then specified-and estimated with Canadian micro data. The results of our estimation indicate that the impact of a public-sector over private-sector wage agreement depends upon a number of factors, such as the occupational or locational characteristics of workers in both sectors, the size of the labour market to which the private firm has access, the degree of tightness in the public and private labour market, and the degree of foreign competition that the private finn faces.
