In sociology and political science, the category territory underlies a long trajectory of classical studies on the State - there is no State without a territory. The association between the ideas of territory and public policies, however, is much more recent. We intend to demonstrate that, despite this discursive innovation, a passive view of territories still prevails in the literature, in which they are seen only as spaces affected by policies or in which exogenous economic and social processes are materialized, such as the financialization or the dominance of capital, shaping what will be called territorially blind policies and approaches. For this, two movements are carried out: the analysis of the literature on the State, to show how, in it, the treatment of territories evolves over time; and the analysis of the literature on territory to, conversely, show how the State and the public policies are treated in it. At the end, a research agenda is presented, aiming at completing this transition in the cognitive frameworks for analyzing the interdependencies between the three domains: the State, the public policies, and the territories. Na sociologia e na ciência política, a categoria território é subjacente a uma longa trajetória de estudos clássicos sobre o Estado - não há Estado sem território. Já a associação entre as ideias de território e políticas públicas, especificamente, é bem mais recente. O que se pretende demonstrar neste texto é que, apesar dessa inovação discursiva, ainda prevalece na literatura uma visão passiva dos territórios, na qual eles são vistos apenas como espaços nos quais incidem as políticas ou nos quais se materializam processos econômicos e sociais exógenos, como a financeirização ou o domínio do capital, dando forma ao que será chamado de políticas e abordagens territorialmente cegas. Para isso, são realizados dois movimentos: a análise da literatura sobre Estado e políticas públicas, para mostrar como, nela, evolui o tratamento dos territórios ao longo do tempo; e a análise da literatura sobre território para, inversamente, evidenciar como o Estado e as políticas públicas são nela tratados. Ao final, é apresentada uma agenda de pesquisas que visa completar essa transição nos quadros cognitivos voltados à análise das interdependências entre estes três domínios: o Estado, as políticas públicas e os territórios.
