This thesis emphasizes on non-destructive inspection, optimum design and the measurement of wind turbine system for composite sandwich blade of small-scale wind turbine. Non-destructive inspection is to measure natural frequency of the blade by impact hammer and accelerometer of non-destructive inspection, while the blade under free condition. Then, the program of multi-start global minimization is utilized to identify three elastic constants of the blade. As a result, natural frequency theory of the blade can be obtained by given elastic constant parameters. By using identification of optimum elastic constants for composite material from this research, it is confirmed that the experimental and theoretical predictions have met the needs of practicability and reliability of the blade. The blade element momentum method (BEM) was used to cut cross-section blade. Assume that each cross-section is a two-dimensional airfoil cross-section, and accord to the angle of attack airflow resistance rose again to calculate the total force integration into a three-dimensional calculation based on existing wind-speed, angular velocity and pitch angle of the experimental data devices, axial force、tangential force 、torque and mechanical power. Another key point of this study focuses on development and measurement of wind turbine system. The tower used for this research is composed of various parts, such as tripod, column, base, generator and flat metal connector. In addition, flat metal connector could be applied to join the blades for saving assembly time. It also makes the blade installation with different angles easier than before. In this way, the prime mover is set at the beginning to test basic performance of generator to acquire rated speed and power. Additionally, this generator system is composed of several units, such as brushless generator, the tower, equipments of wind tunnel experiment and maximum power point tracking system (MPPT), it also goes with various torque angles of the blade to measure rotational speed and power to prove and predict the functionality and the integrity for electricity generation of small and medium-sized horizontal axis wind turbine blade.
