الملخص (بالإنجليزية): The COVID-19 coronavirus pandemic did not create a remote working organization; but it deprived companies and public administration of excuses not to do so. When the lockdown hit last year, we witnessed the fastest change in work behavior ever seen. Many of those organizations that were cautious in allowing their employees to work from home were so surprised at how productive and cost-effective this form of work was that many employees continued to work from home even after. If all it took to work remotely was to remove the last few excuses not to do it, what other great ideas were waiting for their moment to shine? Could a much broader trend of “digital transformation” be ready for rapid implementation? This trend is ongoing in many private sector organizations - and to some extent in some public sector departments - could digitalisation be ready for remote work? Just like remote working, the business base for the digital transformation of the public sector is already well established - paperless work and contactless business, greater employee mobility, big data analysis, improved user experience and new collaboration opportunities. With this in mind, what building blocks are needed for the public sector to succeed in digital transformation in the current climate are the aim of this paper, which will outline the key steps necessary for the digital transformation of public administration. Secondary data sources were mainly used in the paper, and methods of induction, deduction, analysis and synthesis were used as statistical methods. [ABSTRACT FROM AUTHOR]
Abstract (Bosnian): Pandemija koronavirusa COVID-19 nije kreirala organizaciju za rad na daljinu; ali je kompanijama i javnoj upravi oduzela izgovore da to ne učine. Kada je prošle godine došlo do zabrane kretanja, svjedočili smo najbržoj promjeni radnog ponašanja ikada viđenoj. Mnoge od onih organizacija koje su bile oprezne pri dopuštanju svojim uposlenim da rade od kuće bile su toliko iznenađene koliko je taj oblik rada produktivan i isplativ, da su mnogi uposleni i dalje ostali da rade od kuće. Ako je sve što je potrebno za rad na daljinu bilo uklanjanje posljednjih nekoliko izgovora da se to ne uradi, koje su druge sjajne ideje čekale na svoj trenutak da zasijaju? Da li bi mnogo širi trend „digitalne transformacije“ mogao biti spreman za brzu implementaciju? Ovaj trend je u toku u mnogim organizacijama privatnog sektora - a donekle i u nekim odjeljenjima javnog sektora - da li bi digitalizacija mogla biti spremna za rad na daljinu? Baš kao i rad na daljinu, poslovna osnova za digitalnu transformaciju javnog sektora već je dobro uspostavljena - rad bez papira i beskontaktno poslovanje, veća mobilnost zaposlenih, analiza velikih podataka, poboljšano korisničko iskustvo i nove mogućnosti saradnje. Imajući ovo u vidu, koji su gradivni elementi neophodni da bi javni sektor uspio da pređe na digitalnu transformaciju u trenutnoj klimi jesu cilj ovog rad, u kome će biti prikazani ključni koraci koji su neophodni za digitalnu transformaciju javne uprave. U radu su uglavnom korišteni sekundarni izvori podataka, a od statističkih metoda su korištene metode indukcije, dedukcije, analize i sinteze. [ABSTRACT FROM AUTHOR]
