The author discusses the report "Policy Diffusion: Seven Lessons for Scholars and Practitioners" by Charles R. Shipan and Craig Volden from this issue in the context of his experiences as a former Governor of Vermont. He argues that policy diffusion is influenced by competition, learning, imitation, and coercion by other governments, but geographical proximity can also be a factor. He also compares the passage of health care reform in Vermont to efforts by Michigan and the federal government. |
