The article argues that local governments are important agents of income redistribution in both an upward and downward direction as a result of both allocational and locational decisions. An attempt has been made to incorporate the locational consequences of such decisions into a simple model of the urban policy process. The decision-making process is likely to be sensitive to those who receive benefits and costs from such decisions and the manner in which these costs and benefits are distributed. |
