This research aims to analyze the intellectual and civilizational regression that afflicted Iraqi and Arab society due to political and religious tyranny and internal conflicts, which was reflected in the deterioration of human rights values and the absence of equality and justice in dealing with the other religiously, which affected the reluctance of members of religious groups to interact with their national societies and then migrate to Outside, which contributed to a double loss, in terms of the loss of these societies by productive and effective national competencies, and in terms of distorting the image of Islam. The research stressed that the first treatments of this phenomenon are the consolidation of the values of citizenship, equality and the rule of law through educational curricula and rationalization of political, media, religious and cultural speech that aims to build a state of law, citizenship and justice away from any other social backgrounds. يرمي هذا البحث الى تحليل الارتداد الفكري والحضاري الذي أصاب المجتمع العراقي والعربي بسبب الاستبداد السياسي والديني والنزاعات الداخلية والذي انعكس في تردي قيم حقوق الانسان وغياب المساوا ة والعدالة في التعامل مع الاخر المختلف دينيا مماأثر في نفور أبناء الجماعات الدينية عن التفاعل مع مجتمعاتها الوطنية ومن ثم الهجرة الى الخارج الامر الذي ساهم في خسارة مضاعفة ، لجهة فقدان تلك المجتمعات لكفاءات وطنية منتجة وفاعلة ولجهة تشويه صورة الاسلام . وقد شدد البحث على ان اول معالجات هذه الظاهرة المتخلفة هي بترسيخ قيم المواطنة والمساواة وحكم القانون عبر مناهج التربية والتعليم وترشيد الخطاب السياسي والاعلامي والديني والثقافي الذي يستهدف بناء دولة القانون والمواطنة والعدالة بعيدا عن أي خلفيات اجتماعية أخرى.
