The article discusses the failure of the motion for cloture of the Military Justice Improvement Act of 2013 filed by U.S. Senator Kirsten Gillibrand to protect sexual assault victims in the military ranks. Civilian actions against sex offenders in the workplace are compared to the system in the armed forces isolating prosecution to the chain of command.
