مستخلص: Energy relations can be seen as an example for continuing dominance of politics over economics. This view has been prominent in the last months during the Iraq crises.This paper will ask to what extent the international economy of energy (respectively gas and oil) is still shaped by power or whether alternative attempts towards commercialisation and multilateral governance gain weight. Internally, markets have been established and state regulation has been diminished. In international economics little has been done to commercialise energy. Energy is still a strategic commodity and/ or asset. There is a strong nexus between security and energy politics. However, the Energy Charter Treaty promoted by the European Union might be seen as one of the few attempts to build up multilateral governance for the energy sector by introducing anonymous and equal rules for trade, investment and production in the energy sector. This will be compared to the US approach which is normally interpreted as shaping energy flows through the exercise of power and hegemony building (for example in the FTAA negotiations).
