| الوصف: | A partir d'une réflexion théorique, cet article analyse les inconvénients de la fragmentation des actions de développement rural dans des zones économiquement faibles, notamment en dissociant les actions relevant d'un objectif d' efficacité de celles obéissant à un objectif d'équité. Dans les régions marginalisées, les initiatives sont plutôt en faveur de l'équité (cas du «Plan de Empleo Rural» en Andalousie) : elles génèrent une inactivité et ne contribuent pas à la création de facteurs de production si elles ne sont pas complétées par une politique d'efficacité. This article analyses disadvantages of fragmentation of rural development strategies in economically low areas, marking in particular the difference between strategies with an efficiency object and those with an equity object. In Andalusia (case of “Plan de Empleo Rural”), initiatives defending equity are generating inactivity. These initiatives, not completed with an efficiency policy, are not contributing to the creation of production factors. |
