Drawing on their study of several large corporations, the authors point out that personnel needs to (a) join with top management in the formulation of sound personnel policies, (b) organize to implement policies as a service to line management, (c) develop audit and control procedures to ensure proper implementation, and (d) initiate new practices and procedures.
