The nearer the dead-line, the more unreachable our goal was looking. The 11 February 2005 law had set the target to 10 years at the end of which public places, schools, housing, transport and road network were supposed to be accessible to everybody in situation of handicap. To get round that probable delay, an "Programmed Accessibility Agenda" was thus proposed by the Government at the end of February 2014, allowing extra delays (from 3 years for shops to 6 years for schools ans up to 9 years for transport or for "special Heritage buidings" to comply with the new regulations without risking sanctions. Thus ERP ("Etablissements Recevant du Public" or Public Buildings) should become accessible, furthermore, working places should be made accessible to handicapped workers and employees. This issue is a major concern in order to guarantee job retention and access for that category of people.Shouldn't an ergonomic process be the right approach in the realization of working spaces in a global conception? Such is the belief of the CET-CICAT of the Bas Rhin. Plus l'échéance approchait, plus l'objectif paraissait inatteignable. La loi du 11 février 2005 avait pourtant fixé à dix ans le délai pour rendre les lieux publics, les écoles, les transports et la voirie accessibles à toutes les personnes en situation de handicap. Pour pallier ce retard annoncé, un ⪡ Agenda d'accessibilité programmée ⪢ (Ad'AP) a ainsi été proposé fin février 2014 par le gouvernement en introduisant des délais supplémentaires pour se mettre aux normes sans encourir de sanctions, allant de trois ans pour les commerces à six ans pour les écoles et jusqu'à neuf ans pour les transports ou les ⪡ patrimoines complexes ⪢. Au-delà de la mise en accessibilité des établissements recevant du public (ERP) (administrations, commerces, écoles, bibliothèques, cinémas, etc.), les entreprises se doivent également d'être des lieux accessibles aux travailleurs handicapés. Cet enjeu est fort pour garantir le maintien dans l'emploi et l'accès à l'emploi de cette population. Et si l'approche ergonomique dans la réalisation d'espaces de travail était bien la démarche adaptée pour tendre vers une conception universelle ? Telle est la conviction du CEP-CICAT du Bas-Rhin.
