الوصف: 2008 年金融海嘯發生後,國內派遣人力的運用迅速發展,連公部門系統均難以 敵擋這股運用派遣的潮流。這群平均20-40 歲高生產力的派遣人員,處在勞動條件相 對被剝奪下,政府部門除了立法規範外,是否該對企業採取較具恫嚇性及積極性的作 為如;勞動檢查?如要求派遣公司及要派企業應共同承擔,善盡社會責任?對所屬督 導管轄的員工多予協助保護?而派遣人員將如何面對就業市場的現實?又如何因應 和調適? 長期以來國內外研究勞動派遣議題,大都將焦點放在;派遣勞工、要派單位與派 遣公司三方交互不清的關係上。但對要求要派公司善盡企業責任,建置友善職場將 EAPs 運用於派遣人員身上,使其透過認同、健康工作,進而反應於工作效能,協助 企業獲利的良性循環上的論述,在文獻上較為少見。 本研究根據研究問題進行文獻探討,將勞動派遣、績效管理及EAPs 等相關資料, 進行歸納比較整理,以工作日誌為實務觀察藍本,系統式的整理、比較、分析及探究, 據以擬定半結構深度訪談設計,由曾推介單位派遣人員主管或領班及曾主動或被動使 用EAPs 服務的派遣人員,作為立意深度訪談對象,最後經資料分析,提出本研究結 論與建議。 實證說明員工協助方案從職場的健康促進出發,以夥伴關係運用在派遣人員身上, 發現確實能為勞工及企業主帶來效益如;解決派遣員工個人及家屬問題,建立與要派 公司的向心力;協助派遣員工適應現職工作環境、降低流動率;改善工作態度及工作 表現,提升產能;降低人為失誤所產生的工作災害;協助單位留住有價值的派遣員工。 ; After the financial tsunami in 2008, hiring temporary workers has increased drastically in Taiwanese business industry. This has impacted not only the private sector, but also the public sector. The dispatched labor force that is average between 20-40 years old is highly productive and mobile. However, based on the nature of being temporary workers, they are under the risk of being exploited by the companies. Except the current labor legislation, should the government take more proactive actions to hold the companies accountable in protecting the assignment labor force? Should the assignment workers’ agencies and the users’ companies share the responsibility in supporting and protecting dispatched labor? Also, how can the assignment workers better adapt and adjust to the current job market? For a long time, the study of domestic and foreign dispatched labor has been focusing on the complex relationship among dispatched labor, the dispatched labor agencies and the users’companies. It is rarely focused on the sending agencies’ responsibility to establish a supportive system, such as utilizing Employee Assistance Programs(EAPs) to protect dispatched labor force. Such a system can assist these workers to find identity in their jobs and can increase the workers’ well-being.
