    الوصف: Cameroon is a country in Central Africa which is characterized by a booming population, especially in urban areas. The country is populated by 25 million inhabitants, also displays a significant migratory movement of its populations who leave from the rural areas towards the cities in search of the conditions of better life. Among these indicators of well-being, the access to drinking water is one of the sovereign missions to which the State failed during the 90's. After the economic crisis which took place at that time, the public drinking water service managed by the National Water Company of Cameroon experienced management difficulties because of weak public finances. Several drinking water supply infrastructures, especially in secondary centers stopped working because they were all in a state of disrepair. Faced with this incapacity of the public authorities, a structural reform took place in 2005. It led to the setting up of a Public Private Partnership (PPP) system, with the assistance of certain development partners such as the World Bank. It led to the creation of two companies namely: CAMWATER which is the asset management company responsible for the management of drinking water infrastructure, and control of operating activities; and the other one (CDE), which is the majority privately owned company, responsible for the operation of this public service, and commercial aspects. At the start of its activities in 2008, CAMWATER is thus confronted with a major challenge that is to raise the rate of water supply which is only 24% in the national territory. To this end, it has a Master Plan which is a strategic planning document that will enable it to make sustainable investments while taking into account the priority centers. Similarly, to increase the water supply according to the water demand forecasts of each center, to limit the mismatch in the evolution of these two functions.     الوصف: Montpellier Méditerranée Métropole (3M} carries since June 25, 2015 the agroecology and food policy which aims at answering to the agricultural and food stakes expressed in its territory composed of two third of agricultural and natural areas. This new legal competence in agriculture is being implemented by the Metropolis and in particular the operational and transversal axis of "mobilizing private and public land". The elected officiais and the services of the Metropolis work on tools to enforce this axis and on a method of action to answer the questions of land partition and land retention in order to promote agricultural redeployment.The study of nine projects mobilizing the public land owned by municipalities and the Metropolis to install project holders, seeks to identify the different steps of an agricultural installation project and characterize the implication of the different actors. The objective is to emerge points of method for the agricultural projects developed by territorial communities in 3M territory. The Metropolis also considers a land mobilization tool on a larger scale: the "authorized agricultural land association", AFAa. This tool should be developed on the North West arc and imply not only territorial collectivities but also private owners. The prefiguration study of the AFAa explores the opportunities and the assets of the AFAa and leads to proposais to implement it in the 3M territory in consultation with the actors involved.More globally, the Metropolis has now to think and choose the new raie it is taking in the development of agricultural and natural areas.
