الوصف: Cameroon is a country in Central Africa which is characterized by a booming population, especially in urban areas. The country is populated by 25 million inhabitants, also displays a significant migratory movement of its populations who leave from the rural areas towards the cities in search of the conditions of better life. Among these indicators of well-being, the access to drinking water is one of the sovereign missions to which the State failed during the 90's. After the economic crisis which took place at that time, the public drinking water service managed by the National Water Company of Cameroon experienced management difficulties because of weak public finances. Several drinking water supply infrastructures, especially in secondary centers stopped working because they were all in a state of disrepair. Faced with this incapacity of the public authorities, a structural reform took place in 2005. It led to the setting up of a Public Private Partnership (PPP) system, with the assistance of certain development partners such as the World Bank. It led to the creation of two companies namely: CAMWATER which is the asset management company responsible for the management of drinking water infrastructure, and control of operating activities; and the other one (CDE), which is the majority privately owned company, responsible for the operation of this public service, and commercial aspects. At the start of its activities in 2008, CAMWATER is thus confronted with a major challenge that is to raise the rate of water supply which is only 24% in the national territory. To this end, it has a Master Plan which is a strategic planning document that will enable it to make sustainable investments while taking into account the priority centers. Similarly, to increase the water supply according to the water demand forecasts of each center, to limit the mismatch in the evolution of these two functions.
