Aquest paper analitza les causes profundes i immediates de la guerra i la inestabilitat a l’est del Congo. Durant les darreres dècades, aquesta regió ha patit diverses onades de conflictes ètnics, guerra, desplaçaments en massa i saqueig econòmic. Aquests problemes podrien atribuir-se a l’efecte de contagi de les enormes crisis humanitàries, ètniques i polítiques de països veïns com Rwanda i Burundi, així com a diversos factors a curt termini que han dificultat la recuperació, com la miopia dels càlculs polítics, el bandidatge i la gens constructiva postura de la comunitat internacional. No obstant això, aquesta anàlisi posa en relleu el paper clau del llegat del colonialisme belga i la dictadura de Mobutu, però, sobretot, dels problemes demogràfics, agraris, ètnics i econòmics de caire estructural. Solucionar-los és una condició necessària per a l’estabilització de la regió a llarg termini. En aquest sentit, un acord temporal que abordés la qüestió de la seguretat i permetés al Congo recollir els beneficis de l’explotació minera del seu territori podria ser un primer pas crucial cap a una recuperació duradora. Tanmateix, la manca de legitimitat del govern, a la qual se sumen el pes del passat i les condicions actuals, planteja un escenari pessimista per al futur del país. ; This paper analyses the root and immediate causes of war and instability in Eastern Congo. In recent decades this region has experienced several waves of ethnic conflict, war, mass displacement and economic plundering. These problems could be partly and rightly attributed to the contagion effects of the huge humanitarian, ethnic and political crises of neighbouring countries such as Rwanda and Burundi, as well as to several short-term factors undermining recovery, such as shortsighted political calculations, banditry, and the less than constructive stance adopted by the international community.
